Sëit-cè Bî (/ˈrɘvi/ /cè/ [fresh; crisp] [man]) is a subtropical Town located in the Gêngípíêpíêè Zone of the Union of Engineers.

The name Sëit-cè Bî is derived from the Iron Elvish language, as Sëit-cè Bî was founded by Hëil Fyeshë, who was culturaly Iron Elven.

Climate

Sëit-cè Bî has a yearly average temperature of 21°C (69°F), with its average temperature during the summer being a pleasant 23°C (73°F) and its average temperature during the winter being a cool 19°C (66°F). Sëit-cè Bî receives an average of 141 cm/y (55 in/y) of precipitation, most of which comes in the form of rain during the spring. Sëit-cè Bî covers an area of nearly 6 km2 (2 mi2), and an average elevation of 5194 m (17040 ft) above sea level.

Overview

Sëit-cè Bî was founded durring the late 11th century, by Hëil Fyeshë. The establishment of Sëit-cè Bî was somewhat plagued by a lack of willing colonists, leading to Hëil Fyeshë electing to pay people to resettle in Sëit-cè Bî.

Sëit-cè Bî was built using the conventions of Iron Elven durring the late 11th century. Naturaly, all settlmentss have their own look to them, and Sëit-cè Bî is no diffrent. The town's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.

Sëit-cè Bî is was constructed arround several narrow cobblestone mainstreets which cross one another at certain axies, with smaller streets branching off of them to premit acess to the many buildings deeper into the road network. The overall fashion is remenessent of a circulatory system, or other organic construct, and is quite effishent in its design. The town rests behind a thick wall made from clay bricks. The wall has all of the proper fortifications and is well made. Unfortuantly the nature of clay brick leaves it quite vulnerable to siege equipment, though the thickness of the wall lends it simmilar resistnace to a thinner hardrock wall. The town's millitarily questionable fortifications are visibly old, but also obviously well maintained. Its likly the local malishia or garrison are tasked with routine mantance of the town's defences.

Sëit-cè Bî has the unmistakable air of a town on its last legs. Everything is a bit slipshod and ramshackle. Everyone is at work, or drinking. No one has anything in their eyes other than fear and despair. Whatever industry once fueled Sëit-cè Bî ’s existence has dried up and the town is drifting down the stream of history as it dries up. Even with that as it is, everything is just a little too worn down, a little too dirty, or much of both. The town should be gone, not dying. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring just long enough for it to be uncomfortable.

Civic Infrastructure

Sëit-cè Bî possesses a city-wide Aethary Link which provides Aethary access anywhere within its metropolitan. This allows citizens who can afford the relevant devices access in their places of work, and rarely homes.

Sëit-cè Bî has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.

Sëit-cè Bî has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Sëit-cè Bî. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Sëit-cè Bî's parks.

Sëit-cè Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Sëit-cè Bî.

Sëit-cè Bî has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Sëit-cè Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Sëit-cè Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Sëit-cè Bî's public wards, blessings, and other arcane systems.

Sëit-cè Bî possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.

Sëit-cè Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Sëit-cè Bî's natural decorations nor waterways.

Sëit-cè Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Sëit-cè Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Sëit-cè Bî's mayor's house was built using a different architectural style from the rest of the town. The style used is known for its fluid and florid elaborate style, comprising ornate, asymmetric designs and pastel shades. It is often considered to be a playful, light style, which made exuberant use of curves and emphasized subtle asymmetry in the general shape of its structures. Walls, ceilings and moldings are decorated with numerous interlacing of curves and counter-curves based on the shapes of ‘C’ and ‘S’, along with shell forms and other naturalistic shapes.

Due to the actions of local Kami, winter is short in Sëit-cè Bî.

The Giant hissing cockroach near Sëit-cè Bî are known to be almost tame, such that they can be put to domestic use.

Sëit-cè Bî's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves bloodletting to channel Charm energies of tier 3 via guttural bellowing.

Economy
